This review is obviously more based on informing people of appropriate age, but I really do adore this game and have a lot of good memories with it so far. But despite that, I still think 16 would be a good placement for it. I personally started playing it when I was 15, and haven't experienced a whole lot of bad things (though there have been moments). Content in VRChat is much harder to moderate and a lot of it relies on the community being responsible and reporting people. Really just the basics, even for simply using a VR headset most companies suggest being 12-13+ to use one in the first place for eye health. Monitor what they're doing, inform them to be careful and don't allow them to play until they're old enough. Many of these things are largely up to parents being responsible though. People really do upload so much cool content within it using Unity jokes aside.
